There is nothing in our Universe that indicates that humans are the only species for which to be blessed with the ability to reason, think, and feel; indeed, there is growing evidence that is quite the contrary. Everyone, it seems, claims to love a particular animal or ecosystem. But I say, rather than fall in love, fall into an epiphany that changes your insights or perspectives as to the reality of the simple and often seemingly mystical elements of ecosystems and the animals and plants that sustain them. Because when you fall into an epiphany, you will never view the ecologies and animals as a commonplace occurrence or experience again. You will love them as if your life depended upon it. Oregon Action Cougar Team is counting on you to be the change Oregon needs to protect Oregon's cougars from being hunted down with the use of hound dogs, and to help Oregonians learn to coexist with their surroundings in the wilderness.

About Oregon's Cougar Kittens:

    According to page 51 of Oregon Department of Fish and Wildlife’s 2017 Cougar Management Plan, it states that Oregon has approximately 3,300 adult cougars and not 6,000 or 7,000. The apparent balance, 4,309, are a hypothetical cougar kitten population count, day one up to two years.  Due to the high mortality rate of young wildlife, Fish and Game agencies do not count them in their population model counts. ODFW has singled out the cougar kitten, and unlike their deer and elk counts, has included the kitten in the adult population model count. ODFW does not count kitten mortality in their quota or harvest counts, yet kittens already dead or not yet born, are included in their cougar population model count. 

     By counting an apparent hypothetical number of kittens, ODFW and the hound hunters have willingly misled the public in a blatant attempt to make it sound like Oregon is full of cougars. When in fact, Oregon has no more adult cougar than any other state.  Adding fear and exploiting the cougar kittens for which to pass bills to kill cougar specifically with hounds, is not rational, nor is it honest.

HELP SAVE OREGON’S COUGARS


In 1994 voters passed a law that made it illegal to kill cougars with packs of dogs.  That law is M18.  It is the only law with marginal protection for the cougar that Oregon has.  All other laws support an unsustainable population model count and inhumane killing laws.



Since M18 passed, the NRA, Hound hunting clubs, and Safari Club International trophy hunters all with the help of Oregon Department of Fish and Wildlife’s flawed cougar management plan, have been working hard to usurp the voters voice. By overreaching M18 with flawed laws and biased science these organizations are now killing more of Oregon's cougar than were killed before M18.

This site documents some of these cougar killing bills presented over the years at Oregon State Legislature by the NRA, Hound hunting clubs, Safari Club International, the State Agriculture Department, the Cattlemen's Association and other livestock breeders, and Oregon Department Of Fish and Wildlife.  And sometimes even our Federal Government steps in to back these bills.

Over the years the bills have not changed.  Only their bill number has changed.

Cougar Killing Bills at Oregon State Legislature are getting sneakier.  HB 4075 is one of them.  Not only is this Bill a gift to poachers, it also helps hound hunters kill cougar under the cloak of darkness.

Catchline/Summary:     Authorizes certain hunters to use battery-powered scoping devices, laser sighting devices and pin sight lights to hunt.

POINTS WE NEED TO MAKE AT THE HEARING:

1.  ODFW (Oregon Department Of Fish and Wildlife) was required by law to get an outside unbiased peer review of their Cougar Management Plan EVERY 5 YEARS.  ODFW did not do this.  Instead they got only one peer review done in 18 years.  Dr. Wielgus's review told ODFW to "go back to the drawing board and start over" because ODFW's plan is not based on sound science - if any science.  ODFW ignored his advise, swept the report under the carpet and instead of supporting the voters who voted twice to protect Oregon's cougars with M18, ODFW started killing more cougar with flawed policies than were killed before M18 with the use of hounds.

2.  ODFW's flawed Cougar Management Plan has been proven by science to be a plan that puts Oregonians and livestock in harms way because killing more cougar creates more cougar conflict issues.  ODFW KNOWS THIS YET THEY CHOOSE TO SUPPORT A SMALL BAND OF HOUND HUNTERS, THE NRA, SAFARI CLUB INTERNATIONAL AND A HUGE POPULATION OF POACHERS INSTEAD OF THE VOTER AND THE SAFETY OF THE VOTER.

2012:  STOP HOUSE BILL 4119 FROM KILLING COUGAR WITH HOUNDS!
HB 4119 will NOT make it safer for children, Oregonians. livestock or pets according to ODFW stats.

2011:  HB 2337........AND HB 3428 and HB 3326 ARE IRRESPONSIBLE PLANS THAT STEAL FROM THE VOTERS WILL AND HARM OUR ECOSYSTEMS.  DON'T KILL COUGAR WITH THESE BILLS!  Oregon Cougar Action Team extends a warm thank you to Senator Dingfelder and her staff for their courage, dignity, wisdom and strength to stand against the misbehavior of those (NRA, Oregon Hound Hunting Association, National Hound Hunting Association, International Safari Club, to mention just a few of the hunting organizations) who wanted HB 2337 to happen and honor the voters voice to protect Oregon's cougar from hound hunting.  Thank you for killing HB 2337.  Now we can start work on more productive Measures for Oregon's cougar!

HB 2337, 3428, and 3326 are fueled by the economics to kill cougar driven by cougar mania created by a few who would financially benefit killing these cats or from those who completely do not understand the cat.  Sports hunting is the primary reason cougar are extinct or critical in 36 States.
