Oregon basis their cougar population model counts on a predator to prey base, rather than the land ratios biological needs of the lion. Due primarily from anthropocentric capitalistic land-use laws, Oregon landscapes have become a fractured, uneven and often damaged ecosystem with a growing desertification problem. It is not biologically possible for Oregon to have 6000 cougar. Not even 5000. Oregon's diversified spatial and temporal landscapes are showing signs that indicate the lack of the apex predator's ecology of fear. The concepts of which, are also missing from our Legislative policy making and Oregon Department of Fish and Wildlife's apex management plans, the cougar, the wolf and the bear.
